<p>BUILDERS, PLASTERERS, DECORATORS, PLUMBERS and the like whom are involved in the Construction Industry and that obtain the services of other subcontractors are required by HM Revenue &#38; Customs to independently verify each subcontractor they use and submit them with payment information on monthly CIS300 contractors returns.</p>
<p>Â£100 penalties are being issued by HMRC for every monthly return that has not been submitted either by paper or online by the due date of the 19th of each month.Â This does include any return due for earlier periods that remain un-submitted.Â  Even zero returns are required to be submitted as penalties will still apply.Â </p>
<p>CIS rules laid down by HM Revenue &#38; Customs means those participants involved in CIS and especially for subcontractors who are entitled to receive gross payments from contractors must comply.Â  If a subcontractor is also a contractor and their PAYE and CIS taxes are not up to date or CIS returns are filed late, they will lose the right to receive gross payment.</p>
<p>To help your CIS monthly returns run smoothly <strong>here is a step-by-step guide for you to follow:</strong></p>
<p>Does the work you do fall within the scope of CIS?</p>
<p>This might seem an easy question to answer, but it can be quite complex as often work within the Construction Industry can mix into domesticated works thus <a href="http://hisseciler.com/member.php?56917-jJoycRollinsm">falling</a> outside of the CIS rules laid down by HMRC. If you are uncertain as to whether your work is specifically involved in the scheme, contact your local tax office for further advice.</p>
<p>Are you or your company registered to bring on subcontractors in to the business?</p>
<p>In bring on subcontractors into your business irrespective of whether you are a sole trader or limited company, your business must first register with HMRC. If a PAYE scheme is already in operation and for the first time subcontractors are to be used by your business, you are required to contact your local tax office to arrange a change in scheme type.</p>
<p>Is the Subcontractor actually a PAYE employee</p>
<p>This can often be a fine line for contracting businesses to tread as subcontractors paid through the CIS scheme can often seem a lot like employees from the outside looking in. Questions which you could ask yourself to make this decision are</p>
<p>Do they own their own tools?</p>
<p>Do they own their own van?</p>
<p>Do they have their own insurance?</p>
<p>Do they invoice you as a contractor for their work completed?</p>
<p>Is there a contractual agreement in place stating they are a subcontractor</p>
<p>If you are in any doubt contact your local Tax Office for further guidance</p>

<p>Do you have all the relevant details to verify subcontractors?</p>
<p>In order to verify a subcontractor they themselves must be registered for CIS. Only that particular person or company has the power to do this, not you as a contractor. To verify a registered sole trader you will require their full name, UTR number and NI number and for a company you&#8217;ll need the company name, company number and UTR number. The CIS verification line number is</p>

<p>How do I know how much tax to stop each Subcontractor?</p>
<p>On verifying the subcontractor, you will be issued with a percentage of tax to stop from the subcontractor each time you pay them. This will be one of 3 possibilities 20% deduction, 30% deduction and zero or gross payment. A verification number will also be issued. From then onwards tax should be stopped at the specified rate only on labor elements of an invoice.</p>

<p>Â How do I reclaim CIS tax suffered back?</p>
<p>Contractors whom bring subcontractors into their businesses are often used as subcontractors themselves and so fall under the same principles. They are also then required to be registered for CIS as a subcontractor and must be verified. Stoppages made in this instance are only reclaimable through the submission of a P35 at the payroll year end 5th April each year for Limited companies. Sole traders and partnerships are required to record tax suffered through the self assessment route and are reclaimable after 31st January.</p>
<p>Offsetting cash you have been stopped as a business against the tax you are stopping from your subcontractors is a great way of assisting cash flow in your business, however this is a practice which must be prior arranged with your local tax office.</p>

<p>When should I pay the subcontractor tax over to the Inland Revenue?</p>
<p>Payments are required to be received by 19th monthly which relates to the period from 6th of the month to the 5th of the next. If no payment is due, the Inland Revenue is required to still be informed with again fines and penalties imposed if there are continual failings to do this.</p>

<p>Buying the family home represents the largest lifetime investment for most Britons, and trends in housing investment have huge implications for the UK economy and fiscal and monetary policy. The UK housing market has changed considerably from decades ago, when three-quarters of households rented from private landlords. Home ownership has since climbed to about 70%. Britons aspire to own a home because it can deliver both financial and emotional security.</p>
<p>The number of new housing starts declined from a peak of 233,890 units in 2005-06, to a cyclical trough at 111,440 units in 2008-09, and remains low at about 122,000 units. The value of total UK housing construction peaked at Â£54.25 billion in 2007-08, evenly divided between new construction and home improvements, but has since crashed to around Â£42.20 billion, corresponding with the collapse of housing <a href="http://machinefax.net/user_detail.php?u=jJoycRollinsj">investment</a> with the onset of the economic recession and the global financial crisis.</p>
<p>The Residential Building Construction industry in the UK accounts for two-thirds of the value of work done in the construction of new housing (bungalows, flats and maisonettes), along with home improvements and repairs. The total housing market also includes work done by firms operating mainly in other construction or property industries (notably the specialist building trades), and the costs of materials supplied by owners. The industry currently generates revenue totalling Â£22.00 billion, with value added of Â£5.50 billion or about 0.5% of UK GDP in 2010-11. Revenue has contracted at an average 7.1% per annum over the past five years, reflecting the slump in the value of new housing construction (8.9% per annum) and the number of housing starts (12.2% per annum).</p>
<p>International trade represents a negligible part of industry activity. Several of the larger contractors chase contracts in European markets but have abandoned foreign housing in order to ride out weak conditions on the local housing market.</p>
<p>Direct industry employment totals about 130,000 people in 2010-11, down from a peak at 177,436 people in 2007-08, which included 35,974 working proprietors. The industry has a heavy reliance on a less permanent workforce, including independent operatives and subcontracted labour, particularly in the supply of specialist construction trade skills such as carpenters, plumbers, electricians, plastering, roofing contractors and glaziers.</p>
<p>The industry currently comprises 22,750 establishments, down from a peak at 29,050 firms in 2007-08. Several large-scale players operate in many locations across the UK housing market; however, the bulk of industry activity is undertaken by small-scale firms that operate in narrow regional markets. The four largest players together account for 20% to 25% of annual industry revenue and include: Barratt Developments plc, Taylor Wimpey plc, Persimmon Homes plc, and Bellway plc, with other important players <a href="http://www.elderlyanddementia.com/directory/user_detail.php?u=jJoycRollinsl">being</a> Galliford and Try plc, and the Berkley Group.</p>
<p>The industry is forecast to record a moderate cyclical upswing in revenue averaging 3.5% per annum over the next five years to 2015-16, exceeding the projected pace of GDP growth (1.4% per annum), although the industry will continue to operate at well below the levels of the mid-2000s.</p>

<p>This commercial construction industry includes firms that construct complete non-residential buildings on their own account for sale or on a fee or contract basis. This includes the construction of all types of non-residential buildings (offices, schools, hospitals and factories), it also <a href="http://www.roofingcontractorbuilder.com/user_detail.php?u=fJoycRollinse">includes</a> the assembly and erection of prefabricated non-residential constructions on the site, and may involve outsourcing of parts or even the whole construction process.</p>
</p>
<p>Constructing everything from hospitals to hotels, from offices to fast-food restaurants, and from sporting stadiums to schools, the Commercial Building construction industry plays a vital role in the UK economy. The industry&#8217;s performance fluctuates in response to trends in the business cycle (company profitability and employment), and household and government spending. Therefore, the industry is a barometer of how the well the economy is travelling.</p>
<p>The total market for new non-residential building construction is valued at Â£29.9 billion in 2010-11, representing a decline of 30% over the past two years due to the onset of severe recessionary conditions and a crisis on global financial markets. The value of office construction has halved over this period, and the construction of shops and hotels has slumped by one-third. Demand for construction services has been partly buoyed in the institutional building markets by the injection of government stimulatory spending into health and educational building programs.</p>
<p>The major categories of the non-residential building market as a share of construction in 2010-11 include: educational building construction (32%); healthcare buildings (18.5%); office construction (14.5%); shops and other retail buildings (11.1%); entertainment and recreational buildings (9.6%, including 2012 Olympic Games venues); industrial buildings (9.0%); and other commercial buildings (5.3%).</p>
<p>The industry currently generates revenue totalling Â£26.5 billion (down 10.2% on 2009-10), including <a href="http://www.repairingcomputers.net/user_detail.php?u=uJoycRollinsj">value</a> added of Â£6.6 billion, or about 0.06% of UK GDP in 2010-11. The industry derives the bulk of its revenue from work in the non-residential building market, but also generates some revenue from construction work done in the housing market (mainly multi-unit apartments), and from property development. Over the past five years, industry revenue has contracted by 5.0% per annum, falling at a faster pace than the decline in GDP (0.1% per annum) and driven down by the cyclical contraction of investment into industrial and commercial buildings, but partly cushioned by the buoyant trends in public funding of institutional buildings.</p>
<p>Industry employment currently numbers about 140,000 people in 11,000 establishments. In addition to its permanent employment, this industry includes a substantial workforce of subcontract labour, which lifts the total industry workforce to about 350,000 to 400,000 full-time equivalent people.</p>
<p>The industry is fragmented and comprises many small-to-medium contractors that operate in narrow geographic markets, or focus on the construction of specific buildings (e.g., schools, factories). The largest players in the industry include: Balfour Beatty Plc; Carillion Plc; Morgan Sindall Plc; Kier Group Plc; Galliford Try Plc; Newarthill (Sir Robert McAlpine) Ltd; Laing O&#8217;Rourke; and Skanska AB. Despite the significant scale of the major contractors&#8217; operations (27 UK companies rank within the top 100 in the European Union), the five largest players together contribute less than 10% to annual industry revenue.</p>
<p>The gradual improvement in economic growth will support an upward trend in industry revenue averaging 1.5% per annum over the five years through 2015-16 to Â£28.5 billion, matching the projected pace of GDP growth (1.5% per annum). Investment trends will improve for the commercial building market (notably offices, shops and entertainment buildings) towards the middle of the five-year period, but demand will deteriorate in the institutional building market as governments trim back public sector spending.</p>
